Global peak network utilization rates rose modestly in 2011, as the rate of peak traffic growth outpaced the growth of underlying Internet capacity. While some operators contend that skyrocketing traffic volumes will overwhelm networks, investment in new capacity has led to remarkably stable levels of average and peak traffic utilization on international networks. In the past five years, peak utilization rates have fluctuated within a fairly narrow range.
